I created skrill account couple of years of, however, I had not used it until now. Skrill accepts fund loading via bitcoins, neteller or credit/debit cards. The loading fee is just about 1 percent which I think is one of the lowest fees. If you want to withdraw, you will have to pay a flat fee of 5 euro, which is also lesser than most of the processor.
