It's beneficial for the buyer and can be hurtful for the seller but i believe that this is the only way to protect people's accounts.
I can never thought about it as I never sell anything using paypal or any other online portal. So I don't know but I guess if someone has understand the rules both side then it should not the problem. If product they are selling is as good as description then I think there should not be any problem from paypal side as well.
