Depends on what you would want to use a new PC or iPad for... but I'd go for a new laptop all the way. There are many things that you can do on your laptop that you can't do on your iPad (and I'm not implying Windows > iOS, by the way!). Laptops are also easier to use and to type in.
My preference will always be an actual laptop. But I guess it comes down to a personal preference and what you would need it for. I think IPads are cool, but not overly necessary or all that practical. For my needs anyway.
